Issuance of a Mining License
Service Beneficiaries
Only companies are eligible to apply for a Mining License, and only after meeting the necessary conditions and requirements.
How to Apply for the Service
You can submit a request for the issuance of a Mining License by accessing through Taadeen platform, after fulfilling the following conditions:
- The applicant must be a company registered in the Kingdom of Saudi Arabia, and its activity must be related to the work covered by the requested license.
- The company's capital must be no less than 100,000 .
- The application site must be within the area of a valid exploration license.
- The applicant must not have had a terminated license within the past three years.
- There must be evidence of the economic feasibility of exploiting the ores and minerals, as well as the availability of the necessary mineral resources and reserves.
Service Application Procedures
- Complete the service request form.
- Submit an economic feasibility study.
- Submit the proposed work program.
- Provide proof of financial capability.
- Provide proof of technical competence.
- Submit the environmental permit for the site.
- Submit the environmental and social impact study.
- Submit a rehabilitation and closure plan.
- Provide the financial guarantee.
License Area
It must not exceed 50 square kilometers.
License Duration
The mining license is issued for a duration of up to thirty years.
Mining License Issuance Fees
- Application Submission Fee: 10,000 .
- License Issuance Fee: 20,000 .
- Surface Rental Fee: 10,000 SAR per square kilometer per year

How to Apply for the Service
You can submit a request to renew the mining license at least 180 days before the license expiration date through Taadeen platform.
Service Application Procedures
- Complete the service request form.
- Submit an economic feasibility study.
- Submit the proposed work program.
- Provide proof of financial capability.
- Provide proof of technical competence.
- Submit an updated environmental and social impact management plan and a rehabilitation program.
- Provide the financial guarantee.
Mining License Renewal Duration
The total duration of the mining license renewal should not exceed thirty more years.
Mining License Renewal Fees
- Application Submission Fee: 10,000 .
- License Renewal Fee: 20,000 .
- Surface Rental Fee: 10,000 per square kilometer per year
Mining License Transfer
How to Apply for the Service
You can submit a request to transfer the license through Taadeen platform, after fulfilling the following conditions:
- The transferee must be a qualified person who meets the requirements of the license.
- There should be no outstanding amounts owed by the licensee to the Ministry.
- The application must be submitted to the Ministry at least 180 days before the license expiration date.
Service Application Procedures
- Fill out the electronic service request form on the Taadeen platform.
- Submit the license details of the license to be transferred.
- Submit a copy of the agreement document between the transferor and the transferee regarding the license.
- Submit proof that the transferee is a qualified person who meets the requirements of the license.
