Issuance of a Building Materials Quarry License

Service Beneficiaries

Only companies can apply for a building materials quarry license after fulfilling the conditions and requirements.

How to Apply for the Service

You can submit a request for the issuance of a building materials quarry license through Taadeen platform,, after meeting the following conditions:

  • The applicant must be a company registered in the Kingdom of Saudi Arabia, and the company's record must include a mining activity.
  • The company's capital must not be less than 100,000 .
  • The applicant must not have had a license that was terminated within the last three years.
  • The applicant must not be overdue in paying any amounts owed to the ministry.
  • If the location is selected outside mining clusters, a prospecting license for the desired location must be obtained.

License Area

Not exceeding 250,000 square meters.

Service Application Procedures

  • Complete the application form.
  • Submit the proposed work program.
  • Provide proof of financial capability.
  • Provide proof of technical competence.
  • Submit an environmental and social impact management plan.
  • Submit a rehabilitation and closure plan.
  • Provide the financial guarantee.
  • Submit the environmental permit.

License Duration

The building materials quarry license is issued for a period not exceeding ten years.

Fees for Issuing a Building Materials Quarry License

  • Application submission fee: 10,000 .
  • License renewal fee: 20,000 .
  • Surface rental fees:
    • 10,000 per area (0-0.25 km²) annually.
    • 15,000 per area (0.25 – 0.50 km²) annually.
    • 20,000 per area (0.50 – 0.75 km²) annually.
    • 25,000 per area (0.75 – 1 km²) annually.

Extension of a Building Materials Quarry License

How to Apply for the Service

You can submit a request to renew the building materials quarry license at least 90 days before the license expiration through Taadeen Platform V1.0. This must be done after fulfilling the following conditions:

  • Complete the application form.
  • Submit a report on all exploitation activities and related operations carried out under the current building materials quarry license.
  • Submit the proposed work program.
  • Submit an updated environmental and social impact management plan and a rehabilitation program.
  • Provide the financial guarantee.

Duration of License Extension

The building materials quarry license may be renewed for a period or periods not exceeding five years each.

Extension Fee for a Building Materials Quarry License

  • Application submission fee: 10,000 .
  • License Extension fee: 20,000 .
  • Surface rental fee:
    • 10,000 per area (0-0.25 km²) annually.
    • 15,000 per area (0.25 – 0.50 km²) annually.
    • 20,000 per area (0.50 – 0.75 km²) annually.
    • 25,000 per area (0.75 – 1 km²) annually.

Transfer of a Building Materials Quarry License

How to Apply for the Service

You can submit a license transfer request through Taadeen Platform V1.0, after meeting the following conditions:

  • The transferee must be qualified and meet the license eligibility requirements.
  • There must be no outstanding payments owed by the license holder to the ministry.
  • The application must be submitted to the ministry at least 180 days before the license expires.

Service Application Procedures

  • Fill out the electronic service request form on the Mining Platform.
  • Provide the details of the license to be transferred.
  • Submit a copy of the agreement document between the transferor and the transferee regarding the license.
  • Provide proof that the transferee is a qualified individual who meets the license requirements.
