The reconnaissance license allows investors to reconnoiter for targeted minerals by visiting the chosen areas. In addition, the license allows investors to collect samples from the designated land, and the license gives access to the relevant data and maps from Saudi Geological Survey (SGS). 

The license is issued for a duration not exceeding two years, And renewable for one additional period of no more than two years.

  • The licensee is obligated to deliver all studies and sample results upon completion of the surveying works.
  • The weight of samples collected from the license site must not exceed one ton
  • When renewing the license, the application must be submitted at least (90) days prior to the expiration date of the license.
  • Specify the administrative area for the required license.
  • Provide a proposed exploration work plan.
  • Provide evidence of technical competence and financial capability.

Mining license gives the investor the right to mine and exploit the specified Classes A & B minerals. In addition, it allows the investor to transfer and sell the exploited minerals along with full operational rights. 

The license is issued for a duration of 30 years, and renewable for an additional 30 years. 

The total duration of the license and its renewal does not exceed 60 years.

  • The application site should be within the valid exploration license area.
  • When renewing the license, the application must be submitted at least (180) days prior to the expiration date of the license.
  • Provide a plan for managing the environmental and social impact (the plan is updated upon license renewal request).
  • Provide a plan for rehabilitation and closure (the plan is updated upon license renewal request).
  • Provide an economic feasibility study for the exploitation of ores and minerals.
  • Provide evidence of technical competence and financial capability.
  • Provide financial guarantee.

Building materials quarry license gives the investor the right to mine and exploit the specified Class C minerals. In addition, it allows the investor to transfer and sell the exploited minerals along with full operational rights.

The license is issued for a period of 10 years, renewable for one or more periods, with each period not exceeding 5 years.

  • Selecting a location within mining complexes. If the application site is outside the mining complexes, an exploration license for the desired site is required
  • When renewing the license, the application must be submitted at least (90) days prior to the expiration date of the license
  • Provide a plan for managing the environmental and social impact (the plan is updated upon license renewal request).
  • Provide a plan for rehabilitation and closure (the plan is updated upon license renewal request).

The exploration license gives the investor the right to explore for specifiers minerals in the specified area through surface mining and geophysical/geochemical analysis.

The license for minerals of categories (A) and (B) is issued for a period of 5 years, renewable for periods not exceeding 5 years each, provided that the total duration of the license and its renewal does not exceed 15 years.

The license for minerals of category (C) is issued for a non-renewable period of one year.

  • The license for minerals of categories (A) and (B) can only be renewed, and the application must be submitted at least (30) days prior to the expiration of the license.
  • Provide a plan for managing the environmental and social impact (the plan is updated upon license renewal request).
  • A plan to manage the social impact of activities that include contributing to the development of local communities.
  • Commitment to the minimum spend on exploration.
  • Financial solvency and feasibility study.
