Beneficiaries of the Service
Only companies are eligible to apply for a small mine license, provided that all conditions and requirements are met.
How to Apply for the Service
You can apply for a Small Mine License by accessing the Taadeen platform at Taadeen.sa, provided that the following conditions are met:
- The applicant must be a company registered in the Kingdom of Saudi Arabia, and its business activity must be related to the requested license.
- The company must have a minimum capital of 100,000 SAR.
- The requested site must be located within the area of a valid exploration license.
- There must be proof of the economic feasibility of exploiting the ores and minerals, as well as the availability of the necessary mineral resources and reserves.
- All obligations related to the exploration license must have been fulfilled.
Procedures for Applying for the Service
- Fill out the online service request form on the Taadeen platform.
- Attach the economic feasibility study for the project.
- Submit the environmental permit for the site.
- Complete the work plan form.
- Fill out the form for the environmental and social impact management plan.
- Attach the rehabilitation and closure plan.
- Provide the financial guarantee.
License Duration
The small mine license is issued for a period of up to twenty years.
Small Mine License Issuance Fees
- Application Submission Fee: 10,000 SAR
- License Issuance Fee: 20,000 SAR
- Surface Rent Fee: 10,000 SAR per square kilometer annually
Renewal of Small Mine License
How to Apply for the Service
You can apply for the renewal of a small mine license at least 180 days before the license expires, by accessing the Taadeen platform at Taadeen.sa.
Procedures for Applying for the Service
- Fill out the online service request form on the Taadeen platform.
- Attach the economic feasibility study.
- Submit the environmental permit for the site.
- Complete the work plan form.
- Fill out the environmental and social impact management plan form.
- Attach the rehabilitation and closure plan.
- Provide the financial guarantee.
Small Mine License Renewal Duration
The total duration of the renewal for a small mine license should not exceed an additional twenty years.

- License Renewal Fee: 20,000 SAR

Transfer of Small Mine License
How to Apply for the Service
You can apply for the license transfer by accessing the Taadeen platform at Taadeen.sa, provided that the following conditions are met:
- The transferee must be a qualified person who meets the license requirements.
- There should be no outstanding amounts owed by the license holder to the ministry.
- The application must be submitted at least 180 days before the license expires.
Procedures for Applying for the Service
- Fill out the online service request form on the Taadeen platform.
- Submit the details of the license to be transferred.
- Provide a copy of the agreement document between the transferor and transferee regarding the license.
- Provide proof that the transferee is a qualified person who meets the license requirements.
