Yes, the license holder who possesses an exploration license or a building materials quarry license can obtain more than one license, according to the conditions outlined: 

Exploration License:

  • The applicant must have the minimum required direct employees, classified under categories (A) and (B), with continuous work experience and technical expertise.
  • The applicant must comply with the provisions of the system, regulations, and license conditions.
  • The applicant must adhere to the work plan and financial expenditures for the exploration license over the past three years.
  • A report should be submitted detailing the technical experience and licenses previously obtained, along with the results of their activities.
  • Establishments owning factories that rely on mineral raw materials for their inputs may obtain more than one exploration license, provided the requests are limited to raw materials used in those factories.

Building Materials Quarry License:

  • Previous experience: The applicant must have a mining exploitation license that has been active for at least two years.
  • The applicant must comply with the implementation of the project, programs, and plans for the previous building materials quarry license.
  • The applicant should not have committed four violations, where the fine for any of them exceeds 200,000 SAR, within the last two years.
  • Entities that own factories and whose license location does not cover the raw materials required by the factory may apply to the ministry for another license, provided they demonstrate their technical competence and financial capability
